I don't have my copy of V20 with me, but if memory serves me right, you had to have fairly low Generation to use more than 1 or 2 points per turn. With Vampires a similar limitation is in place with their blood pool, with your Generation determining how much blood can you spend per turn. Normally, you can only use Rage up to half your permanent Rage score (so a werewolf with Rage 4 can spend 2 points per turn).
